About this opportunity

The City of Pembroke Pines is requesting quotes for a cul-de-sac modification in the Pasadena Lakes community on NW 18th Street, with bids due September 2, 2026 at 2:00 p.m. via the OpenGov e-Procurement portal. This is a HUD-assisted project subject to Davis-Bacon prevailing wage requirements and HUD Section 3 employment and contracting goals.

Scope includes complete cul-de-sac modifications: mobilization and demobilization, maintenance of traffic, stormwater erosion control, sawcutting and removal of existing pavement, tree and shrub removal, excavation and grading, light pole relocation, utility coordination, new asphalt pavement per Florida Department of Transportation standards (1.5 inches SP-9.5 surface course over 8 inches limerock base and 12 inches stabilized subgrade), concrete curb installation, concrete brick pavers, compaction and density testing by independent certified Florida laboratory, and restoration. The contractor must comply with detailed median plan specifications (sheets C1 and C2), manage all utility locates through Sunshine State One Call, adjust existing utility appurtenances to match finished elevation, and repair all damage to existing infrastructure at no additional cost to the City. All waste disposal must use Waste Pro of Florida, Inc., the City's exclusive solid waste contractor.

Estimated project cost is $55,000 lump-sum. No proposal security, bid bond, payment bond, or performance bond is required for quote submission; however, the construction agreement specimen indicates 100-percent Performance and Payment Bonds are required at award. Estimated project completion is 45 calendar days from Notice to Proceed, with anticipated start in October 2026. The City will waive Building and Engineering permit fees; an estimated $500 drainage permit fee from South Broward Drainage District will be covered by the City's contingency fund.

Respondents must demonstrate a minimum of five years' experience with similar scope and provide three references from the last five years. Professional licenses required by Florida statute must be submitted. Comprehensive General Liability Insurance ($1,000,000 per occurrence / $2,000,000 aggregate), Workers' Compensation Insurance, and other specified coverages must be in place before work commences, with the City named as additional insured.

Davis-Bacon prevailing wage determination FL20250197 (effective July 4, 2025) applies, establishing hourly rates and fringe benefit contributions for carpenters, equipment operators, laborers, and other classifications. Contractors must comply with Executive Order 14026 ($17.75 per hour minimum in 2025 or higher applicable wage rate) and Executive Order 13706 paid sick leave (one hour per 30 hours worked, up to 56 hours annually). Weekly certified payroll reports are required beginning with the first work week.

HUD Section 3 requirements apply: Form 1 (Section 3 Assessment and Certifications) must be submitted with bid and is mandatory; failure to submit results in disqualification. Questions are due August 24, 2026 at 12:00 a.m., with final answers posted by August 26. No pre-bid meeting is scheduled.
