About this opportunity
The County of Bernalillo, New Mexico, on behalf of the Bernalillo Behavioral Health Authority, is soliciting proposals through Request for Proposals (RFP) #40-26-EM to establish a pool of qualified providers for the Partners in Health (PIH) Program Services, which delivers primary health care to medically indigent and underserved populations in Bernalillo County. The procurement seeks providers capable of delivering comprehensive primary health care services including medical diagnosis, treatment, and preventive care through physicians, mid-level practitioners (nurse practitioners and physician assistants), and dentists to uninsured and under-insured residents. Eligible offerors include government units, tribal behavioral health providers, educational institutions, community and faith-based organizations, and nonprofits with 501(c)(3) or 501(c)(4) status. Proposals will be evaluated on a 100-point scale across four criteria: Description and Capability (20 points), Demonstrated Need (35 points), Community Participation and Collaboration (15 points), and Action Plan (30 points), with final rankings determined by weighting interviews at 55% and written proposals at 45%. A non-mandatory pre-proposal conference is scheduled for March 26, 2026, at 10:00 a.m. via MS Teams; written questions must be submitted by March 30, 2026, at 10:00 a.m., with responses provided by April 1, 2026; and proposals are due April 14, 2026, by 4:00 p.m. Mountain Time through the County's eProcurement System. The contract term extends from the effective date through July 30, 2027, with evaluation concluding by May 31, 2026, followed by status notifications, interviews, negotiations, and final award. Contractors must maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 per accident), Workers' Compensation, and Professional Liability Insurance ($1,000,000 per occurrence/$2,000,000 aggregate), with the County listed as an additional insured.
Offerors must comply with New Mexico state preferences including State Resident Business (5%), Native American Resident Business (8%), and State Resident Veteran Business (10%), with combined preferences not exceeding 18%, as well as Bernalillo County preferences for local businesses, small businesses, and pay equity businesses, subject to a maximum dollar cap of $180,000. All proposers must submit required documentation including a Submittal Letter Form (Appendix C), Campaign Contribution Disclosure Form (identifying contributions exceeding $250 to applicable County Commissioners and elected officials within two years prior to submission), Unfair Business Practices Disclosure Form certifying compliance with the New Mexico Unfair Practices Act and applicable federal and state consumer protection laws, a Pay Equity Reporting Form, organizational charts, billing policies and procedures, current fee schedules with sliding fee discount schedules, and Federally Qualified Health Center (FQHC) certification status if applicable. The Bernalillo Behavioral Health Authority has allocated $1 million from a 1/8 of one percent gross receipts tax designated for indigent care to support the PIH Program, with reimbursement payments made on a monthly basis for properly documented services upon program management approval. Multiple awards are anticipated to establish a qualified provider pool for current and future behavioral health services, and the County reserves the right to cancel the solicitation, reject proposals, or terminate contracts if prospective contractors fail to submit fully completed disclosure statements or violate procurement compliance requirements.
