About this opportunity

The City of Livonia Department of Public Works is seeking proposals for 2027 Parks Tree and Stump Removal Services, with sealed proposals due November 10, 2026 at 2:00 p.m. via the MITN website, and mandatory attendance at a pre-bid meeting on October 26, 2026 at 10:00 a.m. — bids from firms that do not attend will not be considered. The scope requires furnishing all labor, machines, tools, equipment, and disposal means to remove and dispose of trees (including standing dead and diseased specimens) and stumps as listed in the contract.

The contractor must maintain a minimum field crew of four persons and comply with all applicable MIOSHA and ANSI safety standards, including mandatory personal protective equipment. All work must be completed within 60 days of award notice, with a contract completion deadline no later than August 31 of each contract year. Tree and stump sizes are determined by diameter at breast height (DBH) measured to the nearest full inch. The contractor bears responsibility for all removal and disposal of stump chips and grindings, as the City no longer provides storage or disposal facilities.

The contract is effective through September 30, 2027, with options for two two-year extensions through September 30, 2029, subject to mutual agreement. Each proposal must be accompanied by a bid bond equal to 5% of the proposal amount, submitted as a Michigan standard form surety bond or cashier's check (company checks are not acceptable). The contractor must provide Comprehensive General Liability and Property Damage Insurance with limits of $1 million per occurrence and $1 million general aggregate, Workers' Compensation Insurance, and a Performance Bond equal to 100% of the contract price. Liquidated damages of $50 per working day apply for delays beyond the completion deadline. The contractor must submit weekly progress reports and communicate crew absences and weather-related delays to the City's Department of Public Works designee. The City reserves the right to add or delete up to 10% of the total trees and stumps from the contract award. The pre-bid meeting will be held at 12973 Farmington Road, Livonia, Michigan.
