About this opportunity
The City of Idaho Falls has issued a Request for Proposals (RFP-25-007) for a Concessions Agreement at the Joe Marmo & Wayne Lehto Ice Arena, seeking a proposer to operate the arena's concession stand during public ice skating times and events for the 2025-2026 Ice Season. The contract will run from October 4, 2025, through March 29, 2026, with proposals due on September 9, 2025, at 3:00 p.m. MDT through the BidNet platform. Proposers must submit comprehensive details including a proposed menu of food and drink items, detailed pricing structure, staff list, sales experience, and a sample accounting document demonstrating profit calculation. The evaluation will follow a 100-point system, with 50 points allocated to the proposed percentage of monthly profits paid to the City, 35 points for menu variety, and 15 points for prior sales and customer service experience. Key deliverables include providing concession services during public ice times and events, properly storing and vending food and drink items, and maintaining a staffed concession stand with trained personnel.
The procurement appears to be open to all qualified vendors without specific set-aside designations or enterprise restrictions. The selected proposer will be responsible for supplying their own equipment, food and drink inventory, point-of-sale systems, and staffing. The City will provide the concession area, power supply, and exclusive rights to sell food and beverages within the Ice Arena during the contract term. While specific financial details are not explicitly stated, the proposal requires proposers to submit a proposed percentage of monthly profits to be paid to the City, indicating a revenue-sharing model. The contract is structured for a single ice season with no renewal options, suggesting this is a short-term opportunity focused on the 2025-2026 winter period. Proposers will need to demonstrate substantial experience in food service, customer relations, and financial management to be competitive in the selection process.
