About this opportunity

The Town of Greenwich Department of Public Works is requesting sealed bids for concrete spall and delamination repairs, regrading, expansion-joint installation, joint recaulking, and crystalline-sealant application on a four-level parking structure at 11 Bruce Place under RFB #7960, with bids due August 20, 2026 at 11:00 a.m. Bidders must be registered as Major Contractors with the Connecticut Department of Consumer Protection and possess at least 10 years of parking-facility rehabilitation experience with demonstrated concrete-repair qualifications; proof of five similar projects completed within the last five years is required.

The structure, built in 2009 and encompassing 77,667 square feet with 169 parking stalls serving the Greenwich Public Safety Complex, will remain in continuous use during construction. Repair work is limited to the upper three decks of precast double-tee construction. Contractors must submit final phased-work plans prior to construction commencement to maintain parking access; an alternate bid pricing option is available for work executed with full garage clearance and turnover to the contractor, eliminating phased-access requirements.

Bidders must submit lump-sum pricing including all labor, materials, shipping, delivery, installation, insurance, permits, and certificates, excluding federal and state taxes. Liquidated damages range from $500 to $2,000 per 24-hour period for delays exceeding 30, 60, 90, and 120 days respectively. Bid security is 5% by bid bond; contracts exceeding $100,000 require Performance, Maintenance, and Payment Bonds in the full contract amount. Connecticut prevailing-wage rates apply, with certified weekly payrolls required. Non-resident contractors must obtain verified status from the Connecticut Department of Revenue Services for projects at or above $200,000.

A non-mandatory pre-bid conference and site visit is scheduled for July 23, 2026 at 11:00 a.m. at the parking structure. All bids remain valid for 90 days from the submission deadline. Payment terms are net 30 days following invoice receipt and Town acceptance.
