About this opportunity
Tarrant County Hospital District, operating as JPS Health Network, is requesting proposals for parking garage modernization and technology services structured in two phases, with proposals due October 16, 2026 at 2:00 p.m. CST and a mandatory pre-proposal conference on October 7, 2026 at 1:00 p.m. CST at JPOC/Building 1350 in Fort Worth. The District has established a 25% good faith target goal for Historically Underutilized Business (HUB) participation and encourages HUB subcontracting.
Phase 1 is a fixed-fee assessment and strategy engagement to evaluate and recommend modernization options for Parking Access and Revenue Control Systems (PARCS), parking guidance technologies, parking operations, and enterprise systems integration across three garage locations: Pavilion Garage, Allen Garage, and Main Street Garage. Phase 1 must be completed within 90 days of Notice to Proceed. Phase 2 encompasses implementation of District-approved Phase 1 recommendations, including procurement, installation, commissioning, ongoing maintenance, software support, and help desk services, with an initial three-year term and two additional one-year renewal options exercisable at the District's sole discretion.
Phase 1 pricing is structured as a fixed fee; Phase 2 pricing must be itemized in detail in the provided Exhibit A spreadsheet and remains fixed during the initial three-year term. For renewal periods, Phase 2 annual pricing shall be adjusted by the percentage change in the Consumer Price Index for All Urban Consumers (CPI-U), subject to a ceiling of 3% and a floor of negative 3%. Price quotes must remain firm throughout the evaluation period and for an additional 120 days after award recommendation.
The District evaluates proposals on price (30 points), extent to which goods and services meet needs (30 points), quality (20 points), and vendor reputation (20 points), with HUB participation evaluated but not weighted. Respondents may bid on Phase 1 only, Phase 2 only, or both phases independently; those bidding on both must disclose intent and certify vendor-neutral Phase 1 recommendations. All proposals must be submitted electronically via https://f1.jpshealth.org/form/RFPResponseForm and must not exceed 25 pages total, excluding exhibits. Vendors must register in the District's B2GNow online vendor portal and comply with Texas Government Code boycott and scrutiny requirements.
