The Village of Friendship Heights, Maryland is soliciting bids for parking enforcement services on five designated streets (South Park Avenue, North Park Avenue, The Hills Plaza, Friendship Boulevard, and Shoemaker Farm Lane) under an RFP with proposals due August 21, 2026 at 5:00 p.m. to Julian Mansfield, Village Manager, at jmansfield@friendshipheightsmd.gov.
All bidders must be qualified and registered to do business in Maryland under Maryland Code, Corporations Article, Section 7-201 and hold at least five years of relevant experience in parking enforcement. Service hours are Monday through Friday from 8:30 a.m. to 5 p.m. (40 hours per week with one unpaid hour break). The contractor must provide marked vehicles or alternative transportation, maintain full property and liability insurance naming the Village as additional insured, supply trained replacement personnel during absences or court appearances at no additional cost, and deliver services during all scheduled hours with no additional charge for uncovered shifts. The hourly billing rate constitutes total compensation for labor, vehicle provision and maintenance, uniforms, and all other costs.
The contract term is three years, effective on or about September 21, 2026 through September 21, 2029. The contractor must furnish proof of insurance within five days of execution, including Workers' Compensation and Comprehensive General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate. The Village may terminate for convenience with sixty days' notice or for cause with five days' notice. No sales tax applies under the Village's Maryland Sales Tax Exemption Certificate. Proposals will be evaluated on experience, completeness, references, overall value, and cost. No pricing, set-aside, incumbent, or specific funding information is disclosed in the solicitation.
