About this opportunity
The City of Dallas is soliciting competitive sealed proposals for parking citation and meter management services under a three-year service price agreement with two optional one-year renewals, with proposals due July 24, 2026 at 1:00 p.m. and a pre-proposal conference held June 30, 2026 at 10:30 a.m. via Microsoft Teams.
The procurement is structured as two components with individual or joint response permitted. Component A covers parking management, citation management, and permit management. Component B covers citywide mobile payment services for approximately 4,500 on-street single-space meters and seven off-street parking lots. Transition must begin no later than November 1, 2026, with live operations by January 15, 2027.
The contract is a Not to Exceed service price agreement with services ordered on an as-needed basis subject to fund availability. The City currently contracts with SP+ for citation and permit management through Passport, and various parking meter and payment systems provided by IPS, Duncan, Flowbird, Parkeon, and Parkmobile. The selected contractor must serve as Merchant of Record, consolidate payment accounts to achieve favorable rates passed through to the City at cost, and deposit physical monies within 24 hours with monthly reconciliation reporting by the 14th of the following month.
Required qualifications include PCI DSS Level 1 compliance, 99.5% annual system uptime, and secure cloud-based hosting without requiring City server maintenance. The City retains ownership of all generated data and requires five-year data retention post-contract termination. Liquidated damages are assessed for field personnel attire violations ($25–$50 per incident), implementation delays ($3,000 per day per deliverable), revenue reconciliation failures ($150–$175 per incident), and reporting delays ($50–$60 per day per report). The City reserves the right to award Component B to multiple contractors, with each entering separate firm-fixed-price contracts. Questions are due July 3, 2026 at 9:30 a.m.
