About this opportunity
Philadelphia Asset and Property Management Corporation (PAPMC), an affiliate of the Philadelphia Housing Authority (PHA), is soliciting bids for snow and ice removal services at various locations throughout Philadelphia, with proposals due September 8, 2026. Multiple contractors may be awarded, and the contract scope may expand to locations beyond those initially listed.
Contractors must be properly licensed in Pennsylvania and demonstrate prior professional experience performing similar snow removal work. All pricing must be all-inclusive and firm-fixed, calculated on a per-site basis by snow accumulation in inch increments or for salting-only services, using official National Weather Service/NOAA snowfall measurements for Philadelphia International Airport as the benchmark. Pricing submissions must itemize labor, materials, supervision, equipment, transportation, crew size, truck count, and hours required for completion.
The scope encompasses snow plowing, snow removal and disposal, ice removal and treatment, and application of salt or calcium chloride to maintain bare pavement across multiple designated PHA properties, with contractor responsibility for all management, personnel, materials, equipment, and transportation. The contractor must designate upper-level management available 24 hours per day, seven days per week, and commence services upon written direction from a PAPMC representative via email. Services commence upon written direction and continue as directed throughout the winter season.
Proposals must include company profiles, resumes of principals and subcontractors, copies of pertinent Pennsylvania licenses, problem statements and work plans, at least three client references with contact information, and a current equipment inventory. Site tours and pre-performance meetings will outline specific areas to be cleared at each property. Invoices are due within 30 days of each snow event. PAPMC reserves the right to contract with alternative equipment providers if the awarded contractor's equipment is not operationally ready within one hour of being ordered, with any excess costs charged to the contractor.
