About this opportunity
The City of Santa Monica is soliciting bids for painting services at Water and Wastewater facilities throughout Santa Monica and West Los Angeles under an Invitation to Bid (ITB), with proposals due August 14, 2026 at 3:00 p.m. Pacific Time. Prevailing wage requirements under California Labor Code Section 1770 et seq. apply, and the Living Wage Ordinance applies if the contract award exceeds $54,200, requiring a minimum wage of $25.00 per hour.
Bidders must hold a valid California C-33 Painting and Decorating contractor's license and demonstrate at least five years of experience performing painting services for a municipal water system or industrial/factory setting in Southern California. The scope includes interior and exterior structural painting, piping, equipment, vault doors, and approximately 1,400 fire hydrants at facilities including the Arcadia Water Treatment Plant, Charnock Well Field, City Yards Water/Wastewater Division, Moss Avenue Pumping Station, and Santa Monica Urban Runoff Recycling Facility. Steel vault covers require minimum two coats with primer and semi-gloss enamel. Low or zero VOC paints are preferred for interior work; heavy-duty exterior paints such as Tnemec are specified for harsh environments. Work is generally scheduled weekdays from 7:00 a.m. to 4:30 p.m., though weekend and after-hours work may be required. The City anticipates approximately 2,080 billable hours per year with no guaranteed usage.
The contract includes four optional one-year renewal periods at the same price, terms, and conditions, or with negotiated percentage increases as proposed by the contractor. Contractors must provide all vehicles, painting equipment, consumable supplies, and ladders/lifts. Payment Bond is required for awards exceeding $25,000. Commercial General Liability insurance (minimum $1,000,000 per occurrence), Automobile Liability insurance ($1,000,000 per accident), and Workers' Compensation insurance with statutory limits are required; the City must be named as additional insured on all liability policies. Questions are due July 23, 2026. No job walk is scheduled.
