About this opportunity

Leon County Board of County Commissioners is requesting bids for painting and related services on a continuing-service basis, with proposals due September 17, 2026 at 2:00 p.m. A local-vendor preference applies: five percent bid discount for businesses with home offices in Leon, Gadsden, Wakulla, or Jefferson County; three percent for local businesses without qualifying home-office locations, capped at a $20,000 maximum cost differential.

The scope covers interior and exterior painting services across six line items: office painting, door painting, basic painting, wall repairs, exterior painting up to 15 feet, and furniture-moving services, measured in square feet or hours. Leon County supplies paint, primer, and stain blocker in manufacturer-recommended quantities; contractors furnish all labor, supervision, equipment, scaffolding, joint tape, joint compound, caulk, metal corner bead, texture material, tools, supplies, and transportation. All work must comply with current federal, state, and local laws and OSHA requirements.

The County intends to award contracts to multiple vendors. Award determination is based on the lowest responsive, responsible bid price; work assignment will be at the County's discretion based on vendor availability, responsiveness, capacity, and project schedule. Contractors must be fully licensed, maintain one-year warranty coverage, carry appropriate insurance, and verify all employees through E-Verify. Standard service hours are Monday through Friday, 8:00 a.m. to 5:00 p.m.; night and weekend work is available at a contractor-specified percentage increase. Contractors must inspect job sites within 48 hours of notification and submit cost proposals within an additional 48 hours at no cost to the County. Upon award, contractors have five calendar days to acknowledge the purchase order or execute the agreement, with performance contingent on available lawfully expendable funds. Questions are due September 2, 2026 at 5:00 p.m.
