About this opportunity
The First Colony Levee Improvement District (FCLID) is requesting bids for Oyster Creek Outfall Improvements in Sugar Land, Fort Bend County, Texas, with sealed bids due June 25, 2026 at 10:00 a.m. local time via CivCastUSA. This is a construction contract administered by FCLID with engineering by Pape-Dawson Consulting Engineers, LLC.
The scope encompasses removal and replacement of existing storm sewer outfalls ranging from 24 to 84 inches in diameter, installation of flap gates and timber bents, reinforced concrete slope paving, rip rap protection, and stormwater pollution prevention measures across multiple locations. The bid package itemizes 172 base items plus 57 alternates, including clearing and grubbing (2 acres), CMP pipe removal and installation at multiple diameters and locations, approximately 25 flap gate installations across various sizes, filter fabric fencing (10,000 linear feet), concrete washdown areas (25 each), and hydromulch seeding (2 acres). The project is divided into two stages: Stage I completion within 180 calendar days maximum from notice to proceed, with Stage II completion on a specified timeframe thereafter.
Bidders must submit sealed bids with bid security of not less than 2 percent of the total bid amount (bid bond or certified/cashier's check), a completed Texas Ethics Commission Form 1295, and a Contractor's Statement of Qualifications. The successful bidder must furnish performance and payment bonds each at 100 percent of contract price and a two-year maintenance bond at 50 percent of construction costs. The surety company must hold a minimum Best Key Rating of "B+" or better and be authorized to issue bonds in Texas.
Contract pricing is unit-price based with minimum unit prices on certain items (cement-stabilized sand at $20.00 per cubic yard minimum, dewatering systems at $25.00 per linear foot minimum) and fixed prices on control and construction staking ($28,900), as-built survey ($14,450), and general surveying services ($4,500). Texas Government Code Chapter 2258 prevailing wage requirements apply with specified minimum wage rates; failure to pay results in penalties of $60 per worker per calendar day. Time is essential to the owner; no weather-related extensions are granted except for Force Majeure events. FCLID reserves the right to reject any or all bids and award to the responsible bidder whose evaluation indicates the best and most economical completion; award notification shall occur within 60 days of bid opening.
