About this opportunity
Austin Energy is requesting proposals for overhead transmission electrical services to support capital improvement projects and emergency maintenance on the city's electric transmission infrastructure, with proposals due August 4, 2026. The scope encompasses pole installation, conductor work, hardware installation, emergency response, turnkey projects, and specialty services including helicopter-assisted work performed across Travis County and multiple Austin City jurisdictions.
The contractor must mobilize within 14 calendar days of contract execution and maintain a minimum crew of one crew lead/supervisor, one qualified operator, two DE III journeymen linemen, and two DE I grounds hands. All personnel require OSHA 10-hour Construction Industry Training certification; the designated Safety Representative must hold OSHA 30-hour certification. The contractor must respond to emergency calls within 90 minutes and maintain non-emergency availability 7:00 AM to 7:00 PM Monday through Friday, with on-call crews available during holidays, weekends, and adverse weather. The contractor furnishes all labor, tools, equipment, and supervision; Austin Energy supplies poles, cross-arms, mounting hardware, insulators, and conductors for permanent installations.
Required on-site equipment includes two service bodies, one foreman truck, one pickup truck, two 125-foot bucket trucks, one 150-foot bucket truck, one 40-ton crane with man basket, two material trailers, one haul truck, and one low-boy trailer. Compensation is based on hourly rates from the contractor's Rate Sheet for work performed unless Austin Energy approves a lump sum price for turnkey assignments. Invoicing is submitted via workbook within ten working days of project completion, with a 25 percent penalty for late submission and rejection of workbooks submitted after 45 working days.
The initial contract term is 24 months with up to three optional 12-month renewal periods at Austin Energy's sole discretion.
