About this opportunity
The City of Jacksonville, Florida Housing & Community Development Division is requesting proposals from qualified construction management firms to operate the Limited Repair Program serving low-to-moderate income households in Duval County, with proposals due July 22, 2026 at 4:00 p.m. Eastern Time. The question cutoff is July 10, 2026 at 4:00 p.m., and no pre-bid conference is scheduled.
Vendors must manage owner-occupied rehabilitation projects on a reimbursement basis, including property inspections, scope development, procurement of licensed general contractors, case-file maintenance, and compliance with City of Jacksonville minimum housing codes and federal Housing Quality Standards. All projects valued at $25,000 or more must be completed within 90 days with comprehensive documentation including permits, payment proof, and before-and-after photographs.
Minimum qualifications are Florida business licensure with applicable local business tax certificates, ability to obtain and maintain required liability insurance, and at least three years of experience managing owner-occupied rehabilitation projects. Vendors must submit construction management fees as a fixed percentage of project costs constant throughout the contract life.
The contract term is one year with one optional one-year renewal, subject to vendor performance and fund availability. Funding derives from annual State Housing Initiative Partnership (SHIP) grants.
Award will be made to the highest-ranked responsive and responsible bidder based on multiattribute scoring across three categories: capacity (35 points, including experience and sample project documentation), procurement processes and construction management fee reasonableness (35 points), and knowledge and experience in HCDD's rehabilitation model, state and federal grant programs (SHIP and HOME), and case management for low-to-moderate income individuals (30 points).
