About this opportunity
The City of Jacksonville is soliciting bids for outfall ditch right-of-way cleaning and maintenance services in the West Area, with bids due September 17, 2026 at 4:00 PM EST and a non-mandatory pre-bid conference on August 26, 2026 at 9:00 AM. The solicitation carries a mandatory 20% Jacksonville Small and Emerging Business participation requirement.
The scope includes furnishing all labor, materials, and equipment for litter and debris removal, mowing, edging, line trimming, blowing, tree pruning, clearing, hauling, and disposal of generated materials on city-controlled outfall ditches and rights-of-way. The contract spans two bid lines covering the West Area (Part A and Part B). Bidders must achieve a production rate of 2.5 miles per week of cleaned outfalls and begin work within ten calendar days of receiving a purchase order. The initial contract period runs through September 30, 2027, with four optional one-year renewal periods and price adjustments tied to the Consumer Price Index for All Urban Consumers – South Region.
Mandatory minimum qualifications include a valid Jacksonville business license; certification in Landscape and Ditch Maintenance or related categories; at least three consecutive years of active engagement in landscape or ditch maintenance; successful completion of at least one full-year landscape maintenance contract with annual billing of at least $500,000; a valid Waste Tire Transporter License from the City of Jacksonville; and ownership or long-term lease of specified equipment including tractors, mowers, dump trucks, skid steers, chippers, trimmers, and hand tools. All equipment must be no more than ten years old. Performance bonds equal to 100% of the contract amount and comprehensive insurance coverage as specified are required. Awards go to the lowest responsive, responsible bidder contingent on fund availability, with no single bidder awarded more than two of the four designated project areas unless price differentials exceed 10%. Questions are due September 10, 2026 at 5:00 PM. Responses must be submitted electronically through the City's 1Cloud e-procurement system.
