The City encourages utilization of Jacksonville Small and Emerging Businesses (JSEBs) with a 20 percent participation goal.

Bidders must meet mandatory minimum requirements: possession of applicable local business licenses; City certification in Landscape and/or Ditch Maintenance, Underground Utility, or General Contractor – Horizontal Construction; and a minimum of three consecutive years of active engagement in landscape or ditch maintenance. Successful bidders must demonstrate completion of at least one landscape maintenance contract lasting one full year with annual billing value of at least $500,000, hold a valid Waste Tire Transporter License, and own or lease all required equipment no more than ten years old, including specified quantities of tractors, mowers, trucks, skid steers, chippers, and hand tools.

The scope encompasses litter and debris removal, mowing, edging, line trimming, blowing, tree pruning, clearing, hauling, and disposal for City-controlled outfall ditches and easements. The solicitation is divided into two line items (Part A and Part B); bidders must submit prices on both items. Contractors must achieve a production rate of 2.5 miles per week of cleaned outfalls and begin work within ten calendar days of receiving a Blanket Order or Purchase Order.

The contract term is one year from Notice to Proceed, with four optional one-year renewal periods. Contract prices may be adjusted at renewal based on the Consumer Price Index for All Urban Consumers – South Region All Items. All bid prices must remain firm for 120 calendar days after bid opening and throughout the contract life, with all applicable sales taxes included in unit prices. A performance bond equal to 100 percent of the contract amount is required. No single bidder will be awarded more than two of the four designated project areas unless price differentials exceed 10 percent. Questions are due September 10, 2026 at 5:00 p.m. Award will be made to the lowest responsive, responsible bidder contingent on fund availability.
