About this opportunity

The City of Jacksonville, Florida is requesting bids for outfall ditch right-of-way cleaning and maintenance services in the West Area, with bids due September 17, 2026 and a mandatory pre-bid conference on August 26, 2026 at 9:00 a.m. at 609 Saint Johns Bluff Road North. A 20 percent Jacksonville Small and Emerging Business (JSEB) participation goal applies.

The scope encompasses litter and debris removal, mowing, edging, line trimming, blowing, tree pruning, clearing, hauling, and disposal across City-controlled outfall ditches and easements of various dimensions. Contractors must maintain a production rate of 2.5 miles per week of cleaned outfalls per area awarded and begin work within ten calendar days of receiving a purchase order.

Mandatory minimum qualifications include a local business license, City certification in landscape and ditch maintenance or related categories, minimum three years of active experience in landscape or ditch maintenance, successful completion of at least one full-year landscape maintenance contract with annual billing of $500,000 or more, and a valid Waste Tire Transporter License from the City of Jacksonville. Bidders must own or long-term lease all required equipment: two each of 4x4 80–100 HP tractors with side vertical arm mowers and brush cutters, finish and rough-cut mowers, pickup trucks with mower trailers, dump trucks with large trailers, and 50–70 HP skid steers with grappling attachments; two each tow-behind chippers; and four each gas or electric-powered string trimmers and pole saws, and two each chainsaws and blowers. All equipment must be no more than ten years old. Bidders must submit detailed experience qualifications with completed project references and contact information, and a comprehensive equipment inventory.

The contract runs one year from execution through September 30, 2027, with four optional one-year renewal periods subject to mutual agreement. CPI-based unit price adjustments may apply upon renewals. Performance and payment bonds equal to 100 percent of the contract amount are required. The City reserves the right to award no more than two of four project areas to any single bidder unless price differentials exceed 10 percent. Award goes to the lowest responsive, responsible bidder. Questions are due September 10, 2026 at 5:00 p.m.
