About this opportunity

The City of Jacksonville is requesting sealed bids on Outfall Ditch ROW Cleaning and Maintenance services for the South Area under an IFB with bids due September 17, 2026 at 4:00 p.m., and a non-mandatory pre-bid meeting on August 26, 2026 at 9:00 a.m. at 609 Saint Johns Bluff Road North. A 20% Jacksonville Small and Emerging Businesses (JSEB) participation goal applies.

Bidders must meet mandatory minimum requirements: a local business license, City certification in Landscape and/or Ditch Maintenance, a minimum of three consecutive years of active engagement in landscape or ditch maintenance, successful completion of at least one landscape maintenance contract valued at $500,000 annually and lasting one full year, and a valid Waste Tire Transporter License. All required equipment—tractors, mowers, chippers, trimmers, and hand tools—must be owned or under long-term lease and no more than ten years old.

The scope covers litter and debris removal, mowing, edging, line trimming, blowing, tree pruning, clearing, hauling, and disposal of debris for City-controlled outfall ditches and rights-of-way across designated segments in the South Area. Bidders submit sealed bids on two line items representing Parts A and B. Work must achieve a production rate of 2.5 miles per week of cleaned outfalls and comply with City of Jacksonville Standard Specifications, Florida Department of Transportation Standard Specifications, and applicable JEA standards.

The contract commences upon issuance of a Blanket Order or Purchase Order and continues through September 30, 2027, with an initial one-year term followed by four optional one-year renewal periods subject to mutual agreement and fund availability. Pricing may adjust based on the Consumer Price Index for All Urban Consumers-South Region. Award is made to the lowest responsive and responsible bidder, contingent on fund availability, with the intent that no single bidder receives more than two of the four designated project areas (East, South, West, and North) unless price differentials exceeding 10 percent necessitate otherwise. A performance bond equal to 100% of the contract amount is required. Questions are due September 10, 2026 at 5:00 p.m.
