About this opportunity
The City of Jacksonville Procurement Division is requesting bids on outfall ditch right-of-way cleaning and maintenance services in the North Area, with bids due September 17, 2026 at 4:00 p.m. A Jacksonville Small Emerging Business (JSEB) participation goal of 20 percent applies. This is an "ALL OR NONE" award structure requiring bidders to submit pricing on all line items to be considered.
Eligible bidders must hold a local business license, City certification in landscape/ditch maintenance or general contractor categories, demonstrate a minimum three years of active engagement in landscape or ditch maintenance, and provide evidence of successful completion of at least one landscape maintenance contract lasting one full year with annual billing of at least $500,000. Bidders must possess a valid Waste Tire Transporter License issued by the City and own or hold a long-term lease on all required equipment no more than ten years old.
The scope includes litter and debris removal, mowing, edging, line trimming, blowing, tree pruning, clearing, hauling, and disposal of debris for City-controlled outfall ditches across the North Area. Contractors must achieve a production rate of 2.5 miles per week of cleaned outfalls per order and begin work within ten calendar days of purchase order issuance. The contract period runs through September 30, 2027, with four one-year renewal options available by mutual agreement if funds are available. Unit prices remain firm for the first contract year; subsequent renewals are subject to Consumer Price Index adjustments for the South Region All Items series.
The award will be made to the lowest responsive, responsible bidder based on total base bid, contingent on fund availability. The City reserves the right to award no more than two of four total project areas to any single bidder unless price differentials exceed 10 percent. A non-mandatory pre-bid meeting occurred on August 26, 2026. Questions were due September 10, 2026. A performance bond equal to 100 percent of the contract amount is required.
