About this opportunity
The City of Jacksonville is requesting bids for Outfall Ditch ROW Cleaning and Maintenance services in the East Area under a solicitation closing September 17, 2026 at 4:00 p.m. EST, with questions due September 10 at 5:00 p.m. A non-mandatory pre-bid meeting is scheduled for August 26, 2026 at 9:00 a.m. at 609 Saint Johns Bluff Road North. Jacksonville Small and Emerging Business (JSEB) participation goals of 20 percent apply.
The scope encompasses litter and debris removal, mowing, edging, line trimming, blowing, tree pruning, clearing, hauling, and disposal from City-controlled outfall ditches and rights-of-way using mechanical and manual labor across two line items (Part A and Part B, East Area). The contract term runs through September 30, 2027, with four optional one-year renewal periods available by mutual agreement.
Bidders must hold a valid local business license and City certification in Landscape and/or Ditch Maintenance, Underground Utility, or General Contractor – Horizontal Construction; demonstrate three consecutive years of active engagement in landscape or ditch maintenance; and document successful completion of at least one landscape maintenance contract lasting one full year with annual billing of at least $500,000. A valid Waste Tire Transporter License is mandatory. Contractors must own or long-term lease all required equipment, including two 4x4 80–100 HP tractors with side vertical arm mowers and brush cutters, finish/rough-cut mowers, pickup trucks with trailers, dump trucks or large trailers, and 50–70 HP skid steers with grappling attachments, all no more than ten years old. A 2.5-mile-per-week production rate is required, with work beginning within ten calendar days of purchase order issuance.
A performance bond equal to 100 percent of the contract amount, written by a City-approved Florida-licensed surety, is required. Awards go to the lowest responsive, responsible bidder; no single bidder may receive more than two of four project areas (East, South, West, North) unless price differentials exceed 10 percent. Unit prices may adjust upon renewal based on the Consumer Price Index for All Urban Consumers – South Region. Bid submissions must be transmitted electronically through the 1Cloud Supplier Portal.
