About this opportunity
The City of Jacksonville, Florida is requesting bids on outfall ditch right-of-way cleaning and maintenance services in the East Area under Construction Bid 18122-26, with bids due September 17, 2026 at 10:00 a.m. and a mandatory pre-bid meeting on August 26, 2026 at 9:00 a.m. at 609 Saint Johns Bluff Road North. A 20 percent Small and Emerging Business (JSEB) participation goal applies.
Bidders must hold a local business license and City certification in Landscape/Ditch Maintenance, Underground Utility, or General Contractor — Horizontal Construction. Mandatory qualifications include a minimum of three consecutive years of active engagement in landscape or ditch maintenance and successful completion of at least one landscape maintenance contract lasting a full year with minimum annual billing of $500,000. A valid Waste Tire Transporter License is required. Bidders must own or hold a long-term lease on all required equipment — specified quantities of tractors, mowers, trailers, dump trucks, skid steers, chippers, and hand tools — with equipment no more than ten years old.
The scope comprises litter and debris removal, mowing, edging, line trimming, blowing, tree pruning, and clearing from City-controlled outfall ditches and right-of-ways, with a required production rate of 2.5 miles per week of cleaned outfalls for each awarded area. Work must commence within ten calendar days of a Blanket Order or Purchase Order issuance. The contract is divided into two lines (Part A and Part B) covering the East Area, each under NIGP Code 968.33 (Ditch Maintenance). The initial term is one year with four optional one-year renewal periods subject to mutual agreement. Award is made to the lowest responsive, responsible bidder based on total base bid price; the City reserves the right to limit awards to no more than two of four designated project areas, except where price differentials exceed 10%. Bids must remain firm for 120 calendar days after opening. Performance and payment bonds equal to 100 percent of the contract amount are required, written by a Florida-licensed surety. Pricing shall remain firm for the first contract year, with potential CPI adjustments for renewal periods subject to City approval. Questions are due September 10, 2026 at 5:00 p.m.
