About this opportunity

The New York State Office of Parks, Recreation and Historic Preservation (OPRHP), through its Land and Water Conservation Fund (LWCF) unit, is accepting applications for the Outdoor Recreation Legacy Partnership Program (ORLP), a nationally competitive federal grant administered by the National Park Service, with applications due October 1, 2026.

ORLP is open to counties and municipalities as project sponsors for park projects in urban areas with populations of 25,000 or more, with a stated preference for projects in low-income communities. Grants are structured as 50/50 matching awards, with a minimum grant of $300,000 (requiring a $600,000 total project cost) and a maximum grant of $15 million (requiring a $30 million total project cost). All grants are subject to LWCF rules and regulations.

Project sponsors are encouraged to contact the NYS LWCF unit at LWCFGrants.info@parks.ny.gov to schedule a virtual eligibility meeting with Diana Carter, Alternate State Liaison Officer, and Tammy Althiser, LWCF Program Coordinator, before submitting an application. The current Notice of Funding Opportunity contains full eligibility and application requirements.

The application timeline extends beyond the October 1, 2026 submission deadline. NYS LWCF will submit applications to NPS by October 30, 2026. NPS will announce projects advancing to full application by May 1, 2027, and successful projects will receive start dates by May 1, 2028. Throughout the review and finalization process, NYS LWCF and NPS will collaborate with project sponsors to revise materials and address concerns.
