About this opportunity
The City University of New York (CUNY) is requesting proposals for an online proctoring solution supporting academic integrity across its academic programs, with proposals due August 24, 2026 at 4:00 PM EST and written questions due August 10, 2026 at 4:00 PM EST. CUNY has established supplier diversity participation goals of 30 percent for minority-owned and women-owned businesses (MWBEs) and 6 percent for service-disabled veteran-owned businesses (SDVOBs).
The solution must integrate with CUNY's Learning Management System (D2L Brightspace) via Learning Tool Interoperability (LTI) and accommodate approximately 26,500 fully online courses with an estimated 604,000 seats. The platform must combine live proctoring, AI-based automated proctoring, identity validation, environment monitoring, and anomaly detection capabilities, with scalability to handle 180,000 to 420,000 proctored exam sessions annually depending on adoption rates. All services are performed remotely. The contractor must maintain SOC 2 Type II certification, achieve 99.5 percent monthly uptime, comply with FERPA and GDPR standards, and hold comprehensive insurance coverage including commercial general liability ($1–2 million per occurrence), professional liability ($2 million per occurrence), and cyber/ID theft and extortion insurance ($10–20 million per occurrence).
Minimum qualifications require at least five years of comparable service delivery to higher education institutions with a verifiable operating history and at least three similar-sized clients. Pricing must be submitted in three components: one-time implementation cost, annual subscription fees for automated proctoring covering approximately 230,000 full-time equivalent students with unlimited exams annually, and per-hour pricing for live remote proctoring (estimated 450,000 to 546,977 annual hours over the five-year term). CUNY anticipates awarding one contract with a five-year term commencing upon New York State Attorney General and Comptroller approval, with contract award targeted for October 2026, pilot go-live by Q1 2027, and university-wide rollout completion by Q2 2027. Evaluation comprises technical and management merit (50 points), price (30 points), diversity practices questionnaire (5 points), and oral presentation and product demonstration for short-listed proposers (15 points). New York State Procurement Lobbying Act applies; all procurement communications must be channeled through the Office of University Controller and Adam Schwartz, Purchasing Manager.
