About this opportunity
The City of Pasadena Water and Power Department is requesting bids for one 1.5-ton medium-duty truck with custom upfitting, with bids due September 30, 2026 at 3:00 p.m. and questions due September 14, 2026 at 12:00 p.m. This procurement is funded through Federal Emergency Management Agency (FEMA) emergency resources and carries federal lobbying certification and lobbying activity disclosure requirements, which are prerequisites for contract award.
The scope requires a 2025 or newer Ford F-550 with SuperCab configuration, gasoline fuel, minimum 6-speed automatic transmission, heavy-duty suspension, front and rear disc brakes with ABS, heavy-duty alternator, dual 12-volt batteries, factory air conditioning, backup camera, and custom-built service body with galvannealed steel construction, diamond plate bed floor, 2,200-pound capacity cantilever lift gate, and manual master lock system. The vehicle will transport PWP staff and heavy electric testing equipment, tools, and supplies within the City of Pasadena. Detailed dimensional specifications are provided in the truck drawing document.
Bidders must submit pricing for three line items: the truck with custom upfitting, tire fee, and delivery, subject to 10.5% sales tax. The City evaluates bids on lowest Grand Total Price from responsive and responsible bidders. Bid security of 5% of total bid price is required as an electronic surety bond. The contract term is one year from execution with no optional extension periods. Delivery must occur within seven calendar days of order placement at the Pasadena Fleet Division. Successful bidders must submit within ten calendar days of notification: IRS Form W-9, Pasadena Business License if required, proof of insurance, and any required licenses or certifications.
The vendor must provide five complete sets of keys, operator's manual, parts manual, service manual, and emissions documentation. Factory warranties include bumper-to-bumper coverage for three years or 36,000 miles and powertrain coverage for five years or 100,000 miles. The vendor is responsible for vehicle registration with DMV using exempt plates. Bidders must comply with Equal Employment Opportunity requirements, the Living Wage Ordinance for contracts exceeding $25,000, and ADA and California Building Code accessibility standards. Delivery must occur no more than ninety days after receipt of the City purchase order.
