About this opportunity

The City of Ontario is soliciting electronic bids for an On-Call Water Treatment Plant Maintenance Program through the Water Production Division, with bids due October 5, 2026 at 11:00 a.m. via PlanetBids. Bidders must hold a current California Contractors State License Board Class A (General Engineering) license and register with the California Department of Industrial Relations, maintaining active registration throughout performance. Prevailing wage compliance is required.

The scope encompasses all labor, materials, and equipment for on-call and emergency maintenance services at the water treatment plant as outlined in technical specifications. The contract runs for one year with four consecutive one-year renewal options. Work must be completed within 365 calendar days beginning ten days after Notice to Proceed issuance.

Evaluation criteria prioritize technical merit, qualifications, performance, and cost, with award to the responsible bidder offering best value rather than necessarily the lowest bid. Bid security equal to at least ten percent of the total bid price is required prior to bid opening in the form of cash, certified check, cashier's check, or bid bond. The successful bidder must furnish performance and payment bonds, each equal to 100 percent of the contract price, from a California-admitted surety.

A non-mandatory pre-bid site walk is scheduled for Monday, September 14, 2026 at 9:00 a.m. at Ontario Municipal Utilities Company, 1425 South Bon View Avenue, Ontario, California 91761. Contract documents, including technical specifications, plans, and drawings, are available for download at no charge through ontarioca.gov/business. The City reserves the right to reject any or all bids and waive any informality or irregularity.
