About this opportunity
The City of Madison's Metro Transit division (operating under the Department of Transportation) is requesting proposals for on-call transit planning services under RFP 15036-0-2026-BG, with proposals due August 28, 2026 at 2:00 p.m. Central Time.
The scope encompasses nine service categories: transit planning, data analysis, infrastructure planning, pedestrian and bike planning, neighborhood and land use planning, reporting and tracking, organizational planning, public outreach, and staff training. Metro Transit will issue task orders on an as-needed basis, with each task order requiring mutual written agreement on scope, schedule, and cost. The city seeks a multidisciplinary team led by a prime consultant with subconsultants providing capabilities in planning, data analysis, outreach, and financial analysis. No engineering or architecture design work will be performed. Proposals may not exceed 30 pages and must include firm profiles, resumes, organizational charts, references, and required forms.
The initial contract term is three years with a one-year extension option at the city's discretion. The number of task orders and associated budgets are not predetermined and will be determined based on actual planning needs. Contracting parties must carry $1,000,000 commercial general liability and professional liability coverage, comply with all affirmative action requirements, and meet federal Transit Administration regulations. Anticipated funding sources include federal and state sources, local vehicle registration fees, fare revenues, the City's General Fund, and partnership agreements.
Evaluation criteria are project firm experience (20%), project team qualifications (20%), approach to planning on-call services (15%), project understanding (15%), and cost (30%). Cost proposals must use the specified staffing structure with seven professional categories (Principal, Senior Project Manager, Project Manager, Subject Matter Expert, Senior Planner, and Planner) and fully loaded hourly rates for each.
The optional pre-bid meeting is scheduled for August 5, 2026 at 12:00 p.m. CDT via Zoom. Questions are due August 10, 2026 at 2:00 p.m. Central Time, with answers posted as addendums by August 18, 2026. Submissions are required via email to bids@cityofmadison.com.
