About this opportunity
The City of Scotts Valley is requesting qualifications and proposals from qualified firms for on-call traffic signal and pedestrian traffic control system maintenance, repair, troubleshooting, emergency response, inspection, testing, installation, and related services, with proposals due September 11, 2026 at 12:00 a.m. and a question submission deadline of July 20, 2026.
The scope encompasses maintenance and repair of traffic signal controllers, cabinets, vehicle detection systems, pedestrian signal heads, countdown timers, accessible pedestrian signal (APS) equipment, push buttons, communication systems, and associated electrical components across the City's 13 currently signalized intersections, with infrastructure potentially added or modified during the contract term. Awardee must demonstrate experience maintaining municipal traffic signal systems in compliance with federal, state, and local standards, including the California Manual on Uniform Traffic Control Devices, Caltrans standards, applicable electrical codes, OSHA requirements, and all relevant regulations. Prospective firms must provide adequate staff, equipment, technical and financial resources, and Equal Opportunity Employer status.
The contract term is three years beginning July 1, 2026, with an option to extend services for up to two additional years. No fixed contract value is specified; the City will negotiate compensation with the selected firm based on fair and reasonable pricing, with fee proposals from competing consultants informing that determination. Responses to questions will be provided by July 27, 2026. The evaluation committee will score proposals on responsiveness (10 points), qualifications and previous performance (10 points), approach and responsiveness capability (10 points), references (10 points), and contract fee (10 points). All proposals must include detailed fee structures, firm background, key personnel qualifications, at least three references from public agencies, relevant project examples from the past five years, and compliance evidence. Contract approval requires City Council authorization prior to work commencement. The City retains the right to terminate the agreement with 15 days' written notice.
