About this opportunity
The City of Frisco is requesting qualification statements from experienced civil engineering firms to provide on-call traffic engineering services under RFQ #2607-075, with submissions due August 26, 2026 at 2:00 PM CT. The central capability filter is demonstrated experience and resources across six service categories: roadway illumination design, traffic signal design, Intelligent Transportation Systems (ITS) planning and design including connected vehicle infrastructure and cybersecurity, roundabout design and analysis, urban mobility planning and design, and traffic engineering studies with signal timing and data analytics.
This is an on-call contract structure with task orders issued as needed. The initial term runs January 1, 2027 through December 31, 2027, with renewal options extending through December 31, 2029 subject to written agreement. Compensation is structured through hourly billable rates by position, specified in exhibit materials. Pricing terms are Net 30; the City is exempt from federal excise and state sales taxes, so tax must not be included in bids.
Qualifications will be evaluated on a 100-point scale: traffic signal design (35 points), roadway illumination design (30 points), ITS planning and design (25 points), roundabout design and analysis (10 points), and urban mobility planning and design plus traffic engineering studies (combined, remaining points).
The awardee must provide general liability, professional liability, and workers' compensation insurance. The contract requires compliance with Davis-Bacon prevailing wage rates, stormwater management best practices, and certification regarding non-boycott of Israel. Submissions must be in sealed envelopes (original hard copies plus CD or flash drive) or submitted electronically through Bonfire. A virtual bid opening is scheduled for August 20, 2026 at 4:00 PM CT; public opening of submissions occurs August 26, 2026 at 2:05 PM CT at Frisco City Hall. No late submissions will be accepted. Protests must be filed within five working days following submission opening.
