About this opportunity

The Port of Seattle is requesting bids on on-call snow removal services for remote landside locations at Seattle-Tacoma International Airport under ITB 26-95, with bids due September 11, 2026 at 2:00 p.m. Pacific Time, and a pre-bid conference on August 25 at 9:00 a.m.

Vendors must comply with Washington State prevailing wage requirements under RCW 39.12, including submission of wage-payment statements and affidavits to the Department of Labor and Industries. Comprehensive insurance coverage is mandatory: Commercial General Liability and Automobile Liability each at $5 million per occurrence and $10 million annual aggregate, and Pollution Liability at $1 million per occurrence. All vendors must hold a 24-hour on-duty manager contact, maintain Washington State industrial insurance, and comply with DHS/TSA airport security regulations.

The scope covers comprehensive snow removal services including labor, equipment, and materials for remote landside locations. The Port will provide equipment staging space at the North Employee Parking Lot during inclement weather.

The contract structure combines a guaranteed minimum annual compensation of $35,000 with on-call pricing: standby fees of $4,000 apply when the vendor is called but not deployed or when service is requested for less than four hours; beyond four hours, payment is based on actual hours worked and equipment furnished. The contract term is two years base with three optional one-year renewal periods, extending through 2031 for a possible five-year total. Award will be made to the lowest priced, responsive, and responsible bidder. The Port retains the right to reject any or all bids. The anticipated Notice of Intent to Award is September 29, 2026, with contract execution targeted for October 13 and service commencement on October 15, 2026. The pre-bid conference is held both in-person at SEA Airport Office Building Room AOB-5D and via Microsoft Teams, with an optional site tour immediately following at 10:00 a.m.
