About this opportunity

The Virginia Department of Transportation is requesting bids for on-call signal and intelligent transportation system (ITS) improvements at multiple locations in the Staunton District, with bids due August 26, 2026. Prequalification with VDOT is required, and the contract is federally funded through the Surface Transportation Program (STP-968-8(155)) and subject to prevailing wage requirements.

The scope encompasses traffic signal installation, modification, and removal; ITS equipment improvements including mast arms, signal heads, controllers, conduit and cable installation, dynamic message signs, fiber optic cable, and video detection systems; and supporting work such as inlet protection, excavation, asphalt work, concrete foundations, and pavement markings across 120 distinct line items. Pricing is submitted on a unit-price basis for each work category. The contract operates as a renewable on-call task-order agreement with a completion deadline of November 3, 2028.

Prevailing wage requirements apply with rates varying by county within the Staunton District — Warren, Augusta/Staunton/Waynesboro, Highland, and Page counties — ranging from approximately $11.82 to $36.85 per hour depending on labor classification and county jurisdiction. Optional fuel adjustment and steel price adjustment provisions are available subject to special conditions. All network-capable ITS devices must comply with cybersecurity requirements.

Electronic bid submission through Bidx is mandatory, and bid bonds conforming to Section 102.07 of the specifications are required. Bidders must submit subcontractor and supplier information and vendor surveys with their proposals. Award shall be made to the lowest responsive and responsible bidder, with the award date not later than 60 days after bid opening. Drug-free workplace certification and equal employment opportunity compliance are required.
