About this opportunity
The City of Durham Department of Water Management is requesting proposals for on-call repair and emergency services across six mechanical trades—mechanical, electrical, plumbing, HVAC, overhead-door, and fencing—with proposals due May 15, 2026, and a virtual pre-submittal conference on April 30, 2026.
The scope covers repairs and emergency corrective maintenance at nine facility types: two water treatment plants, two water reclamation facilities, two water supply dams and raw water pump stations, six elevated tank sites, two booster pump stations, sixty-two lift stations, the Mist Lake Administrative Complex (office, warehouse, trades workshops, and fleet maintenance building), and the Compliance Services Building and Laboratory. Contractors furnish all materials, labor, equipment, and tools unless otherwise specified. Service is time-and-materials based; contractors submit hourly labor rates by position, owned and rental equipment rates, and markups on materials and subcontractors via Exhibit B pricing forms.
The contract term is three years with service orders executed on an as-needed basis. Each individual service order is capped at $250,000 per trade category. The City reserves the right to award contracts to multiple qualified contractors per trade and to negotiate terms with any candidate.
Contractors must maintain Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability of $1,000,000, Workers' Compensation per North Carolina statute, and Professional Liability of $1,000,000, with the City endorsed as Additional Insured. Minimum livable wage is $19.58 per hour through June 30, 2026, then $21.90. Contractors must demonstrate at least five years of experience with a minimum of five projects ranging from $2,000 to $50,000 (trade-dependent), maintain appropriate North Carolina licenses, and provide emergency response within 24 hours. Evaluation allocates 30 points to Team Qualifications, 30 to Project Experience and References, 20 to Team Location and Availability, and 20 to Cost. Questions are due May 8, 2026, at 3:00 PM.

Qualified firms to provide On-Call and Emergency Repair services for mechanical, electrical, plumbing, HVAC, overhead door maintenance, and fencing.
Update #1 ·
The City of Durhams Department of Water Management (DWM) owns and operates municipal water treatment and distribution systems and wastewater treatment and collection systems. To keep these facilities operational, there is a need for routine maintenance as well as corrective maintenance that span a variety of trades. DWMs Plant Engineering and Maintenance (PEM) team is responsible for routine maintenance throughout DWMs facilities but does not have the resources to address all corrective or emergency maintenance issues that may arise. Given the criticality of DWMs facilities to the health and well-being of the residents of Durham, DWM has an ongoing need for mechanical, electrical, plumbing, heating, ventilation, and air-conditioning (HVAC), overhead-door, and fencing services. The project involves furnishing of all materials, labor, equipment, tools, etc. unless otherwise specified, for on-call repairs at Department of Water Management (DWM) facilities, which include the following: Two (2) water treatment plants Two (2) water reclamation facilities Two (2) water supply dams and raw water pump stations Six (6) elevated tank sites Two (2) booster pump stations Sixty-two (62) lift stations DWM Mist Lake Administrative Complex (office facilities, warehouse, trades workshops and fleet maintenance building) DWM Compliance Services Building and Laboratory
