About this opportunity

The City of Durham is soliciting Statements of Qualifications from consulting firms to provide on-call professional engineering services for civil site engineering development plan review across five discipline areas—stormwater conveyance, stormwater treatment and control measures, water distribution systems, wastewater collection systems, and street design—with SOQs due September 29, 2026 at 2:00 p.m. and a pre-proposal conference scheduled for September 10, 2026 at 1:00 p.m. via Microsoft Teams.

Selection will be based solely on demonstrated competence and qualifications under North Carolina General Statutes 143-64.31 (the Mini-Brooks Act), with fees excluded from evaluation. The evaluation criteria weight qualifications and experience of professional personnel at 30%, firm's related experience on similar municipal development projects at 25%, demonstrated knowledge of applicable standards at 20%, quality and responsiveness of the SOQ submittal at 10%, and past performance with the City of Durham (if applicable) at 15%.

Selected consultants will execute a three-year Master Service Agreement with the City, with individual Supplemental Service Agreements issued as specific plan review tasks arise. Work products, intellectual property, and designs prepared under any resulting contract shall be the exclusive property of the City of Durham. Contractors must maintain Commercial General Liability insurance with combined single limits of $1 million per occurrence and $2 million aggregate, plus Professional Liability Insurance with limits of $1 million.

SOQ submissions must not exceed five pages and should include a two-page cover letter, contact information, legal status, discipline area statement, top three project experiences, and a non-collusion affirmation. Questions are due September 18, 2026 at 2:00 p.m. The City anticipates proposal evaluation completion by November 1, 2026, City Council authorization by December 15, 2026, and formal MSA execution by January 15, 2027. The City reserves the right to reject any or all proposals and to cancel the on-call program or individual contracts at any time.
