About this opportunity
The Port of Portland is requesting proposals for on-call commercial printing services under RFP 2026-13377, with proposals due October 6, 2026 at 3:00 p.m. The Port intends to award one or more contracts for a term of up to five years with options for sequential one-year extensions at the Port's sole discretion. No pre-proposal conference will be held.
The scope encompasses black-and-white and full-color digital printing, high-volume copying, brochures, flyers, newsletters, reports, mounted posters, stanchion signage, vinyl banners, binding and finishing services, and pickup and delivery to support Portland International Airport (PDX), Port Headquarters, and other Port-owned properties throughout the Portland metropolitan area. Providers must accept digital orders, maintain secure document handling procedures, accommodate rush orders within four hours, and meet standard turnaround times of one to three business days for routine orders. Minimum qualifications require at least three years of experience providing commercial printing services to large organizations or government agencies and the ability to provide pickup and delivery within one hour of notification.
The contract value is capped at $2 million per year for five years, not to exceed $10 million total, without written amendment. The Port makes no guarantee of a minimum amount of work. Compensation is based on itemized pricing submitted on Schedule 4.4.1 for copying, color laser printing, binding, mounting, signage production, and delivery.
Evaluation criteria are Shared Prosperity Initiative (25% weight), Qualifications and Experience (20%), Project Approach (20%), Cost/Fees (25%), and Sustainability (10%). Proposals must not exceed 15 pages and must include a Subcontractor Information Form identifying any proposed subcontractors. The evaluation team may request additional information, conduct oral discussions, or schedule site visits.
