About this opportunity
The State Accident Insurance Fund Corporation (SAIF), an Oregon independent public corporation, is requesting proposals for on-call plumbing maintenance and emergency repair services at three Salem facilities with proposals due September 2, 2026. The RFP encourages certification by Oregon's Certification Office of Business Inclusion and Diversity (COBID) as a Disadvantaged Business Enterprise, Minority Business Enterprise, Women Business Enterprise, Emerging Small Business, or Service Disabled Veteran business, though certification is not a requirement.
The scope encompasses 24/7 maintenance and emergency repairs for domestic water and sanitary systems at the High Street Building (400 High Street SE), Parkway Building (440 Church Street SE), and Parking Structure (655 Bellevue Street SE). The contractor must maintain a maximum two-hour response time for service calls. Work excludes drain clogs, hydro jetting, and drain maintenance. Bidders must submit detailed service lists, response-time specifications, and comprehensive price sheets with hourly rates for regular time, overtime, holiday time, and emergency time, with annual increases specified across the three-year contract term.
The contract is effective November 1, 2026, and expires October 31, 2029. Insurance requirements include Commercial General Liability with combined single limits of not less than $2 million per occurrence and $4 million annual aggregate, Automobile Liability with not less than $1 million per accident, and Professional Liability with not less than $1 million per claim or occurrence. Workers' Compensation insurance is required if the contractor is a subject employer under ORS 656.023. Contractors must conduct criminal background checks for employees and subcontractors, comply with tobacco-free workplace policies, and follow access control procedures. All necessary permits and compliance with City of Salem codes are required. Questions are due August 12, 2026, at 3:00 PM (PT), with answers published by August 19, 2026. Invoices must include a valid SAIF purchase order number and be submitted to CSDInvoices@saif.com; SAIF will not reimburse expenses lacking a PO.
