About this opportunity
The California Department of State Hospitals (DSH) - Metropolitan is soliciting bids for on-call plumbing repairs services in Norwalk under IFB, with bids due October 14, 2026, and a mandatory bidder's conference on September 23, 2026. DSH intends to award up to three separate agreements to the lowest-cost responsive and responsible bidders on a time-and-materials basis.
A 5% small business preference applies to certified small businesses, microbusinesses, or non-small businesses with 25% small business subcontracting. A disabled veteran business enterprise (DVBE) incentive of 1–5% is available based on DVBE participation percentage.
Services include routine plumbing repairs, emergency repairs, and all associated labor, materials, supplies, tools, equipment, transportation, and permits. Standard service calls operate Monday–Friday, 7:30 a.m. to 4:00 p.m., excluding state holidays, with 24-hour verbal confirmation and mutual agreement on on-site response. Emergency calls require 15-minute verbal confirmation and two-hour on-site response, available 24/7. Contractors must hold a current California C-36 Plumbing Contractor license and demonstrate a minimum of five years' experience. Three professional references from the past two years are required; preference is given to government entities and prior DSH work. Contractors must pass background checks, maintain workers' compensation insurance, comply with California Plumbing Code and Building Standards, provide one-year warranty on all work, and participate in DSH workplace safety, infection control, and security protocols.
Bidders must submit rate sheets for plumbers, laborers, operating engineers, and teamsters at straight-time, overtime, and double-time rates, plus equipment rental and materials allotments across three fiscal years. Prevailing wage rates apply; contractor registration with the California Department of Industrial Relations is required for projects exceeding $15,000.
The anticipated contract term is October 30, 2026, through June 30, 2028. The Notice of Intent to Award will be posted October 15, 2026.
