About this opportunity
San Bernardino County Department of Public Works Special Districts is requesting proposals for on-call routine and emergency maintenance and repair services for water and wastewater pipelines throughout San Bernardino County, with proposals due August 24, 2026 at 3:00 p.m. The RFQ covers Board Governed County Service Areas and their Zones, Big Bear Valley Recreation and Park District, and Bloomington Recreation and Park District.
Contractors must hold a valid California Contractor's License (Class A General Engineering, C-34 Pipeline, or C-42 Sanitation Systems), be registered with the Department of Industrial Relations, and comply with prevailing wage requirements. These are capability filters that narrow eligible bidders.
The scope includes general pipeline maintenance and repairs, transmission mains and distribution lines, force mains, service lines, fire hydrants, and valves; repair parts availability; temporary and permanent surface restoration; traffic control; disinfection and flushing; sewer bypass and spill response; and reporting and documentation. All work must meet Cal/OSHA compliance.
The estimated budget is $2 million per contract term. The contract term runs a maximum of five years from September 2026 through June 30, 2031. Multiple contractors may be selected; the County makes no guarantee of minimum or maximum project volume to any awardee. Work is assigned and paid according to fee proposal sheets in the contract, though contractors may submit rates lower than those listed.
Evaluation weights are qualifications and experience (40%), technical review (45%), and references (15%). The County reserves the right to select a contractor other than the lowest bidder based on timeline capability, geographic location, licensing requirements, or other documented reasonable justifications.
Contractors must maintain workers' compensation insurance; general liability of at least $1 million; and automobile liability of $1 million (or $2 million if transporting non-employee passengers), with the County named as additional insured. Questions are due August 10, 2026 at 4:00 p.m. A non-mandatory proposal conference is scheduled for July 29, 2026. Contract awards are anticipated in September 2026.
