About this opportunity
The City of Seattle is soliciting qualifications for on-call Mechanical, Electrical, Plumbing (MEP) Engineering Services through an RFQ with qualifications due October 14, 2026 at 5:00 p.m. The City anticipates executing two to three contracts with a maximum value of $2 million per contract over a five-year term through 2031.
Consultants must have completed at least three projects with MEP diagnosis and design services within the last five years and provide three client references from that period. Office locations must be within 50 miles of downtown Seattle to support two-hour response times to project sites. All consultants must maintain Washington State licenses and Seattle business licensing. Compliance with equal benefits policies and development of a Women and Minority-Owned Business Enterprise (WMBE) inclusion plan with meaningful participation goals is required.
The scope covers studies, assessments, design phase engineering, and construction administration for the City's portfolio of approximately 100 facilities. Services encompass mechanical, electrical, plumbing, fire protection, electrical vehicle charging infrastructure, and sustainability initiatives. Work will be authorized through written Letters of Authorization, with compensation based on negotiated hourly rates or lump sum payments. The City does not guarantee minimum work or payment and reserves the right to issue multiple or partial awards or pursue supplemental contracts.
Consultants must maintain general liability and professional liability insurance and comply with the City's mandatory consultant agreement without exception. All materials and documents prepared become subject to the City's copyright licensing rights and the Washington State Public Records Act.
An optional pre-submittal conference is scheduled for September 30, 2026 at 10:00 a.m. via Microsoft Teams. Questions are due October 7, 2026 at 5:00 p.m. through the e-procurement portal. Interviews are estimated for October 26–30, 2026. The procurement contact is Margo Robb, Contract Manager, at margo.robb@seattle.gov or (206) 351-2714.
