About this opportunity

Sacramento Area Sewer District is requesting proposals for on-call low-pressure sewer system repair services under an RFP, with proposals due November 17, 2026 at 3:00 p.m. and questions due October 22, 2026. Contractors must hold a valid California Class C-36 Plumbing Contractor's License and be registered with the California Department of Industrial Relations by October 20, 2026. Prevailing wage requirements apply under California Labor Code provisions.

The scope includes 24/7 emergency and non-emergency response to service calls for Environment One Corporation (E/One) grinder pump systems serving Freeport, Hood, Franklin, and Locke within the District's service area. Services encompass on-site system diagnosis, repair or replacement of E/One grinder pumps and alarm/control panels, repair or replacement of electrical components, repair or replacement of pressure piping and associated valves, and pumping down and removal of sewage and debris from wet wells. Contractors must respond to service calls within three hours of notification and restore customer service within six hours when possible.

The estimated annual cost is $25,000, though actual expenditures may vary significantly. The initial contract term is one year, with the District reserving the right to extend for two additional one-year periods at its option. The District intends to award to one or more contractors and retains the right to award to multiple contractors with no minimum purchase obligation.

Contractors must maintain comprehensive general liability insurance at $2,000,000 per occurrence, automobile liability at $1,000,000 combined single limit, workers' compensation with statutory limits, and environmental liability at $1,000,000 per occurrence. A payment bond of $75,000 is required for work exceeding $35,000 in expenditure. Evaluation will use a weighted matrix assessing company profile, references, work plan, employment practices, and unit pricing for specific work items. The District anticipates issuing an Intent to Award on November 24, 2026, with insurance documentation due December 8 and contract award on December 17, 2026.
