About this opportunity
The City of Fitchburg is seeking bids on on-call HVAC maintenance and repair services under IFB 27-031, with bids due September 29, 2026 at 11:30 a.m. The City intends to award up to three contracts to the lowest-cost qualified bidders. Massachusetts prevailing wage requirements per MGL Chapter 149 apply; if Commonwealth funding is provided, contractors must meet current MBE/WBE participation goals (4.2% MBE and 8.8% WBE) and workforce participation goals (6.9% women workers and 15.3% minority workers).
Contractors must hold a valid Massachusetts HVAC license, maintain at least five years of relevant experience, directly employ a minimum of two full-time licensed technicians, maintain two service trucks stocked with consumable supplies, and provide 24/7 emergency response with a staffed phone line. General liability and automobile insurance of at least $1,000,000 per occurrence is required. Work covers all HVAC systems and associated components across municipal and school facilities, with jobs capped at $50,000 per job inclusive of material and labor. For non-emergency work, contractors must provide written estimates prior to commencement. Emergency response time must be within four hours, with on-site presence within twenty-four hours of initial contact. All work carries a one-year guarantee from completion and must be performed during normal business hours (Monday–Friday 7:00 a.m. to 5:00 p.m.) unless pre-approved.
The estimated annual contract value is $150,000, though this amount is not guaranteed as the City reserves the right to award multiple contracts. Pricing must be submitted on an hourly basis for normal business hours and nights/weekends rates, plus a materials markup percentage. The initial contract term runs one year from award through September 30, 2027, with options to renew in one-year increments for a maximum total period not to exceed five years. A 50% payment bond is required for projects under $50,000. Questions were due September 18, 2026. Award is expected within thirty business days of bid opening. Addendum No. 1 extended the original bid due date from September 24 to September 29, 2026.
