About this opportunity
The Town of Andover, Massachusetts, Office of Central Purchasing, is requesting bids for on-call heating, ventilation, and air conditioning (HVAC) services, with bids due October 15, 2026 at 11:00 a.m. The Town intends to award contracts to up to three contractors and reserves the right to solicit written estimates before commencing work.
Mandatory qualifications include a valid HVAC license, minimum three years of relevant experience, 24/7 emergency response capability, OSHA certification for all personnel, and submission of three business references from the past 12 months. Required insurance coverage and prevailing wage compliance are conditions of award. Scope encompasses fabrication and installation of ductwork, HVAC equipment installation, air system balancing, air quality improvements, climate control and energy efficiency checks, refrigerant recovery services, and 24-hour emergency services. Work is intended to occur during normal business hours on a straight-time basis, though emergency services availability is mandatory.
The estimated contract value is approximately $50,000 for the one-year initial term (November 1, 2026 through October 31, 2027), though this amount is not guaranteed because the Town reserves the right to use multiple contractors. The Town holds options for renewal in one-year increments for an additional two years; renewal notices will be sent approximately 30 days before each option period expires. Individual jobs exceeding $50,000 are procured separately and excluded from this contract. Jobs estimated between $25,000 and $50,000 require a 50% payment bond prior to work commencement.
Bidders must submit separate hourly rates for normal business hours (Monday–Friday, 7:00 a.m.–5:00 p.m.) and for weekend, holiday, and evening hours, plus a materials markup percentage. Selection is based on the lowest total hourly rate, calculated by adding the normal business hours rate to the weekend, holiday, and evening rate. All responses must be complete with Statement of Qualification, Certificate of Non-Collusion, Certificate of State Tax Compliance, and evidence of corporate authority if applicable, or risk rejection. Bid responses are binding for 30 days following the bid opening date.
