About this opportunity

The City of Scotts Valley is requesting qualifications for on-call fire suppression system inspection, testing, maintenance, repair, certification, and emergency services at municipal facilities, with qualifications due August 7, 2026. The three-year contract begins July 1, 2026, with an option to extend services for up to two additional years.

The scope covers automatic fire sprinkler systems, fire pumps, backflow prevention assemblies, standpipe systems, fire department connections, valves, and related fire protection equipment across City-owned facilities. All work must comply with NFPA standards, California Fire Code, and federal, state, and local regulations. Experience providing on-call services for public agencies or municipal facilities is highly desirable. Current City facilities requiring service include the Public Works Building, City Hall/Police Department, Library and Theater, and 127 Vine Hill School Road, among others.

Minimum qualifications require firms to demonstrate adequate staff, equipment, technical and financial resources; a satisfactory performance record; and Equal Opportunity Employer status. Proposals must comply with the City's Standard Form Professional Services Agreement, including all specified insurance requirements.

The selection committee will evaluate qualifications on responsiveness (20 points), qualifications and previous performance (20 points), approach and availability (20 points), references (20 points), and contract fee (20 points). The City will negotiate compensation it determines to be fair and reasonable based on the scope of work rather than establishing fixed pricing upfront.

Questions are due July 20, 2026, with City responses provided by July 27, 2026. No bidder's conference or site visits are scheduled. Submissions are accepted through the City's OpenGov Procurement portal. The City reserves the right to accept, reject, or cancel the RFQ entirely. Contract termination may occur with fifteen days' written notice, with payment limited to services performed and accepted through the termination date.
