About this opportunity
The City of New Haven, Connecticut, Bureau of Purchases is soliciting bids for on-call fire sprinkler inspection and repair services for New Haven Public Schools facilities under ITB, with bids due July 29, 2026 at 3:00 p.m. Local preference provisions favor City-based businesses. The contract is subject to the City of New Haven Living Wage Ordinance at $21.95 per hour with benefits or $22.95 without benefits as of July 1, 2026.
The scope encompasses inspection, testing, preventive maintenance, repairs, and emergency services for wet, dry, pre-action, and deluge sprinkler systems; standpipe and hose systems; fire pumps; control valves; and backflow prevention devices in accordance with NFPA 13, 20, and 25 standards. Critical emergency calls require immediate or same-day response; non-critical calls require response within 24–48 hours. Annual inspections are mandatory, with five-year inspections as needed. Work must be coordinated with NHPS Facilities to minimize disruption to school operations and scheduled during unoccupied hours unless emergency conditions require otherwise. All work must be tracked in the District's Computerized Maintenance Management System (CMMS), with detailed inspection and testing reports submitted within five business days of service.
Pricing is submitted on an hourly rate basis for regular time and overtime/weekend/holiday work, with a maximum 10% markup allowed for materials. Hourly rates must include travel time, fuel, mobilization, and standard tools and equipment; travel time is not billed separately. Contractors must provide detailed cost proposals for repairs outside routine maintenance, with price quotations required for work exceeding $1,500.
The contract term is one year with two one-year renewal options, at the City's sole discretion. The contractor must carry general liability insurance of $1,000,000 per occurrence and $2,000,000 combined aggregate, auto liability of $1,000,000, workers' compensation at statutory limits, and excess/umbrella liability of $1,000,000 each occurrence and combined aggregate. Performance and labor bonds equal to 100% of the contract award are required. Questions are due July 20, 2026 at 5:00 p.m.
