About this opportunity

The City of Seattle is requesting qualifications for On-Call Electrical Engineering Support Services through Seattle Public Utilities, with qualifications due August 10, 2026 at 1:00 p.m. and questions due July 22, 2026 at 5:00 p.m. The City requires submission of an innovative and feasible women and minority-owned business enterprise (WMBE) inclusion plan as part of the response, and this plan will be scored during selection.

The scope encompasses arc flash and electrical system assessments, including field verification, short-circuit studies, protection coordination analysis, thermographic inspections, and stamped reports; building electrification and decarbonization studies and roadmaps; energy audits; EV infrastructure planning; and design support through construction phases. Professional Engineer licensure in Washington State is required for projects involving development work. No minimum qualifications are required to submit.

The estimated contract value is $10 million to $12 million over a five-year term with no guaranteed minimum work volume. Individual work assignments will define specific scopes, timelines, and deliverables iteratively throughout the contract term. The City anticipates awarding one on-call contract.

The consultant must maintain continuous insurance coverage including $1 million Commercial General Liability, $1 million Commercial Automobile Liability, $1 million Stop Gap/Employers' Liability, $2 million Umbrella/Excess Liability, and $3 million Professional Liability (E&O). All policies must be rated A-:VII or higher in A.M. Best's Key Rating Guide. Insurers must be included as additional insureds except on Professional Liability, Employers Liability, and Workers' Compensation. Claims-made policies require retroactive dates coinciding with contract effective date and three years of tail coverage or extended reporting period following termination.

The pre-submittal conference is non-mandatory but highly encouraged for July 17, 2026 at 11:00 a.m. via Microsoft Teams. Interviews are estimated for the week of September 14, 2026. All submissions must be made electronically through the City's OpenGov Procurement Portal at https://procurement.opengov.com/portal/seattle. The procurement contact is Ajla Suta at ajla.suta@seattle.gov or (206) 233-7185.
