About this opportunity

The Port of Portland is soliciting proposals for on-call E-Learning Development Services under RFP 2026-11770, with proposals due September 30, 2026 at 3:00 p.m., and award anticipated by October 20, 2026. The Port intends to award one or more qualified providers a contract with a term of up to five years.

Evaluation criteria are Shared Prosperity Initiative (25% weight), Qualifications of Provider (20% weight), Project Approach (30% weight), and Cost/Fees (25% weight). The Shared Prosperity Initiative component requires detailed submission of community investment efforts, workforce development strategies, and small and local business engagement — a material eligibility and scoring gate.

Providers must develop custom e-Learning courses that are high-quality, engaging, and interactive; compliant with the Port's Learning Management System (currently Cornerstone On Demand requiring SCORM 2004 - 3rd Edition, with transition to Workday); compliant with Section 508 accessibility standards; and aligned with the Port's visual style standards. Providers must demonstrate proficiency with Articulate 360 and compatibility with both current and future LMS platforms. Submissions must include a sample custom e-Learning module with interactive elements and proposed hourly rates on Schedule 4.4.1. While most work is remote, on-site providers must comply with airport security and badging requirements.

The total compensation limit is $10 million over five years (up to $2 million per year), without guarantee of minimum work. Compensation is hourly rates for labor plus actual reimbursable expenses under the Port's Travel Expense Reimbursement Guidelines. All subcontractors must be identified and approved by the Port, with subcontractor rates at actual cost with no fees or markups. The Port will not reimburse RFP response costs and reserves the right to reject any or all proposals.

Presentations, demonstrations, or interviews are tentatively scheduled for October 13, 2026. No pre-proposal conference will be held.
