About this opportunity

The San Diego Association of Governments (SANDAG) is requesting qualifications for on-call construction management and engineering services on an indefinite-delivery-indefinite-quantity basis to support transportation and transit-related projects, with a Statement of Qualifications due November 3, 2026, and a mandatory pre-SOQ meeting on October 8, 2026.

SANDAG intends to award up to four contracts across two service categories: Category 1 for heavy railroad, railroad bridge replacements, light rail, and systems projects within the NCTD/MTS/LOSSAN corridor; and Category 2 for active transportation, roadway, bus rapid transit, highway and civil improvements within cities and Caltrans corridors. Services include construction contract quality assurance, safety and environmental compliance, field and transit inspection, code compliance inspection, field office engineering and administration, project scheduling and payments tracking, change order negotiations, contract dispute resolution assistance, materials sampling and testing, constructability reviews, independent cost estimating, geotechnical investigations, NPDES compliance, surveying and construction staking, and other support services on an as-needed basis across San Diego and Imperial Counties.

The maximum aggregate capacity for all agreements is $72 million, with a minimum of $5,000 guaranteed per agreement. Compensation will be Firm Fixed Price or Specific Rates of Compensation (hourly, daily, weekly, or monthly rates) as specified in individual Task Orders negotiated after award. No DBE goal has been established under the U.S. Department of Transportation's Interim Final Rule dated October 3, 2025, although all work must comply with applicable federal DBE law and regulations. The agreement term is five years with no renewal options. Selected proposers must comply with prevailing wage requirements and register with the California Department of Industrial Relations. Proposers selected for negotiations will submit cost proposals and financial documentation, including indirect cost rate schedules and Internal Control Questionnaires, subject to Caltrans Financial Review requirements for contracts exceeding $3.5 million.

Questions are due October 20, 2026, at 5:00 p.m. PDT. Oral interviews are anticipated for the week of November 30, 2026, with agreement negotiations expected complete by February 2027 and final approval targeted for March 2027.
