About this opportunity
The Town of Knightdale, North Carolina is requesting letters of interest and qualifications for on-call Construction Engineering and Inspection (CEI) and Construction Administration (CA) services on a five-year contract spanning FY 2027–FY 2032, with letters of interest due September 21, 2026. Federal-aid funding through the North Carolina Department of Transportation may partially reimburse work, subjecting the contract to Davis-Bacon Act compliance, civil rights regulations, and environmental review requirements where applicable.
Firms must be pre-qualified by NCDOT for Discipline Codes 195 (Roadway Construction Engineering & Inspection) and 233 (Structures Construction Engineering & Inspection); all performing engineers must hold current North Carolina Professional Engineer licensure in good ethical standing. Small Professional Service Firm (SPSF) participation receives priority consideration if qualifications are equal.
The scope encompasses field inspection, project documentation, pay application and certified payroll review, wage rate interviews, supplemental and subcontractor agreement preparation, claim request preparation, final inspection, and final estimate completion, all performed in accordance with NCDOT Construction Manual requirements. The initial project is CEI and CA for the Old Knight Road Sidewalk project; future assignments may include greenway, sidewalk, bicycle, and roadway construction. Compensation is structured as Cost-Plus, with scope and fees determined separately for each assignment via supplemental agreement prior to notice to proceed.
The selection committee will evaluate proposals on a 100-point scale: firm experience (20%), qualifications of staff and experience (40%), references (15%), outstanding workload (15%), and experience with federally reimbursed projects (10%). Required insurance includes Commercial General Liability of $5 million per occurrence, Automobile Liability of $1 million, Professional Liability of $1 million per occurrence ($2 million aggregate), and Workers' Compensation at statutory limits.
Questions are due September 9, 2026, with responses posted as addendum by September 14. Interviews are anticipated for mid-to-late September, with contract award anticipated in October 2026.
