About this opportunity

The City of San Antonio, Capital Delivery Department, is requesting qualifications for on-call building commissioning, building sustainability certification, and testing and balancing services for city-owned facilities, with statements of qualifications due October 13, 2026. The city intends to award up to three contracts; an 8% Small Business Economic Development Advocacy (SBEDA) subcontracting goal applies.

The scope encompasses design-phase commissioning reviews, commissioning plans and checklists, building submittal reviews, pre-startup observations, functional and integrated systems testing, HVAC and related systems balancing, non-conformance tracking and resolution, operations staff training, systems manual and commissioning report preparation, warranty-phase follow-ups, seasonal performance testing, post-construction measurement and verification, and LEED Fundamental and Enhanced Commissioning documentation. Services support both new construction and major renovations across city-owned facilities.

The maximum aggregate contract price across all awarded contracts is $2 million. Each contract is anticipated not to exceed $133,333.33 per term or $666,666.66 for all contract terms (three years plus up to two one-year renewal options at the city's discretion). The city does not guarantee the entire contract capacity will be spent, nor does it guarantee any specific dollar value of jobs or task orders per contractor. The city implements a performance-based capacity model in which firms demonstrating responsiveness, proactive coordination, accuracy, and quality will receive greater task order assignments, while firms failing to meet performance standards may receive reduced assignments.

Evaluation of qualifications is scored on experience and qualifications (50 points), understanding of the project and proposed management plan (30 points), and experience with the San Antonio region and past performance (20 points). Submissions must include SBEDA utilization plans or waiver requests, VOSB and local preference forms, heat illness prevention acknowledgments, insurance letters, and Texas Ethics Commission Form 1295. A pre-submittal conference occurred September 10, 2026. Written questions were due September 18, 2026. Evaluation and potential interviews are anticipated for November 2026, with city council consideration expected in December 2026.
