About this opportunity

The City of Sacramento, Department of Utilities, is requesting qualifications for on-call coating specialist services for water utility infrastructure under RFQ 2026-31, with Statements of Qualifications due August 20, 2026 at 3:00 p.m. via PlanetBids. The City intends to award up to two contracts, each with a not-to-exceed amount of $500,000 over a five-year performance period from November 2026 through October 2031. A minimum 5% Local Business Enterprise (LBE) participation requirement applies, with LBE firms receiving evaluation preference.

Qualified firms must demonstrate a minimum of ten years of professional experience in coating assessment services for water, sewer, and storm drainage infrastructure. Key personnel must hold current NACE Level 2 Coatings Inspector (CIP 2) certification and minimum 15 years of field experience on steel and concrete surfaces for drinking water systems — these are mandatory qualifications that filter eligibility.

The scope encompasses coating damage and failure assessments, recommendations for repair of existing coating systems, evaluation of coating material options for specialized applications (NSF-61 certification, underwater, gap sealing), and assessment of various coating types on multiple surface materials under diverse conditions including confined spaces and elevated structures. Infrastructure covered includes storage tanks, buried and above-ground pipelines, drainage channels and basins, treatment facility equipment, and pump and sump stations.

Selected contractors must maintain Commercial General Liability, Automobile Liability, Workers' Compensation, and Professional Liability (Errors and Omissions) insurance with limits of not less than $1,000,000. The contract is subject to prevailing wage requirements under California Labor Code, DIR registration, and apprenticeship compliance. Contractors must obtain a City Business Operations Tax Certificate and comply with the City's Equal Benefits Ordinance and Ban-the-Box Ordinance.

Questions are due August 6, 2026. Selection panel review occurs August 21 through September 3, optional interviews are scheduled for September 10, and scope and cost negotiations are targeted for September 11–17, with contract execution expected in November 2026. Cost information will be submitted separately and negotiated after firm selection.
