About this opportunity

The Port of Oakland is seeking on-call civil utility infrastructure construction services through an annual contract designed to support multiple infrastructure projects across Alameda County, California. The procurement opportunity aims to select up to five contractors capable of constructing, rehabilitating, and repairing critical utility infrastructure, including domestic and fire water distribution systems, wastewater systems, stormwater facilities, and pressurized systems like natural gas. Qualified contractors must demonstrate extensive expertise in civil utility infrastructure construction and be prepared to respond to project needs on an as-needed basis. The contract is scheduled to be awarded with a due date of June 11, 2025, covering a three-year term with performance expectations centered on high-quality, timely infrastructure maintenance and improvement services. Potential contractors should carefully review the attached Project Manual (202503S3-Project Manual.pdf) and Standard Contract Provisions document to understand the comprehensive requirements, which include detailed specifications for project management, safety protocols, documentation, and regulatory compliance. Evaluation criteria will likely focus on technical capability, past performance, safety record, and ability to meet the Port's infrastructure construction standards.

The Port has explicitly stated a preference to award at least one contract to a Port-certified Small Business Enterprise (SBE) contractor, demonstrating a commitment to supporting diverse business participation. This set-aside designation provides a unique opportunity for smaller contractors to compete for a significant infrastructure construction contract. The estimated total annual contract value is $15,000,000, with the final not-to-exceed amount to be determined by the Board at the time of award. Contractors will be required to comply with the Port's Owner Controlled Insurance Program (OCIP) and meet stringent insurance and safety requirements outlined in the Standard Contract Provisions document. The contract structure allows for multiple firms to participate, suggesting a competitive and inclusive procurement approach. Interested contractors should carefully review the detailed requirements in the Project Manual and Standard Contract Provisions, paying particular attention to the technical specifications, safety standards, and documentation requirements that will be critical to successful contract performance.
