About this opportunity
The City of San Antonio Capital Delivery Department is requesting Statements of Qualifications from civil engineering firms for on-call services under RFQ 2026-107, with proposals due September 1, 2026 at 2:00 p.m. Central Time. The City intends to award up to eight contracts, though the final number depends on proposal volume and evaluation outcomes. This is a high-profile contract subject to campaign contribution prohibitions and restrictions on communications with City officials and employees from RFQ release through City Council approval.
The scope encompasses on-call civil engineering services for roadway and drainage design, site layout and grading, hydrology and hydraulic modeling, construction management, real estate support, Subsurface Utility Engineering (SUE) services, street reconstruction, street rehabilitation, sidewalks, and drainage projects. Services include permitting support, bidding coordination, field observation, project scheduling, cost estimating, and staff augmentation. Respondents must demonstrate a minimum of one Professional Engineer with two years of San Antonio experience and capability to immediately deploy qualified personnel for time-sensitive situations.
The maximum aggregate contract price across all awards is $24 million, estimated at $3 million per contract, though the City does not guarantee spending the entire capacity or issuing any specific work orders. The base contract term is three years with no extensions. Evaluation criteria are weighted as follows: Experience, Background, and Qualifications of Firm and Key Personnel (45 points); Understanding of the Project and Proposed Management Plan (35 points); and Experience with the San Antonio Region and Past Performance (20 points).
Respondents must complete SBEDA Utilization Plans, VOSB tracking forms, Local Preference Program identification forms, litigation disclosures, insurance letters, and Texas Ethics Commission Form 1295. Compliance certifications are required regarding Israel boycotts, energy company boycotts, and firearm industry discrimination. A non-mandatory pre-submittal conference is scheduled for July 31, 2026 at 2:30 p.m. via WebEx.
